Ramboll is Technical Advisor to Herdfordshire County Council, facilitating and advising on the procurement of a residual waste management PFI project, which is planned to be based on a thermal treatment solution. The project will enable the Council to achieve self-sufficiency in landfill allowances and move away from its reliance on landfill.

Herdfordshire County Council works in partnership with ten Waste Collection Authorities through the Hertfordshire Waste Partnership (HWP). The Outline Business Case prepared for HWP demonstrated that one alternative solution to the management of waste that cannot be reasonably re-used or recycled is to establish new waste treatment capacity.
 

Ramboll was appointed as Technical Advisors to facilitate and advise on the procurement of a residual waste management PFI project, which is planned to be based on a thermal treatment solution. Ramboll’s role includes technical assistance in the ISOS (Invitation to Submit Outline Solutions) and ISDS (Invitation to Submit Detailed Solutions) stages – including development of procurement documentation and bid evaluation methodology, investigation of heat off-take options and system requirements, and community communications – as well as bid evaluation, recommendation of preferred bidder, input to Full Business Case, and contract negotiations in a competitive dialogue.

Contract award and financial close are anticipated in March 2011. Subsequently, three years has been allowed for the detailed design, construction and commissioning of the plant.

The management of municipal waste is one of the greatest challenges facing local government in the UK. Despite its strong current performance in recycling and composting, over 60% of the Herdfordshire county’s residual household waste is sent to landfill. This project enables the Council to achieve self-sufficiency in landfill allowances and move away from its reliance on landfill.
